As in most countries of the world system to provide educational services in the Republic of Kazakhstan is a collection of interacting components:
- successive educational programs and state educational standards and orientation at various levels ;
network realizing their educational institutions, regardless of their organizational and legal forms , types and species;
- education authorities and their subordinate agencies and organizations .

Conclusion
- Evidence of the university ( in the context of quality criteria )
effective procedures and mechanisms for its security, including monitoring and evaluation - involves description intrahigh formalized procedures and quality assurance mechanisms and assess their effectiveness .
Formalized procedures - is documented procedures and mechanisms within the strategic planning of the university may be submitted plans , regulations, instructions , system intrahigh regulations , benchmarks and indicators of development, etc. The effectiveness of such mechanisms for each process control in one or another functional area of evaluation (eg , development management faculty ) defines a complex system of formalized procedures for providing sub-processes and the assessment of their effectiveness. For example, development management faculty in InEu presented system provides a development of formalized procedures governing and regulating the activities of the university from hiring to firing workers. These include procedures governing the recruitment , relocation of office, organizing the payment and incentives , obtaining the academic title of the university, scientific assessment activities PPP position on a package of social programs (conditions Sick Pay , providing material and medical assistance , financing or co-financing of training , etc.). To assess the effectiveness of these procedures and mechanisms of the university can be used as statistical data , and a description of his achievements on specific parameter estimates ( it is advisable for the last few years).
- The availability of evidence of progress in the development of the institution ( including a cross-sectional assessment of functional areas ) and the evidence base on the results of self-evaluation : the role of self-esteem on the basis of how a mechanism for continuous improvement of quality , description of the progress in the development is a major assessment requirements in all functional areas of the university. Evidence of progress can be statistics , dynamics of quantitative indicators characterizing the progress of development, description of the main achievements , etc.
Evidence base on the self-assessment procedure (including illustrating the progress of development ) is formed autonomously. For external experts , it is a proof of the veracity of self-esteem. For high school - an additional measure to audit and streamline internal workflow ;
- Strengths of the university and the potential for its development: report on the self-esteem of the university 's strengths can potentially be specified as part of the assessment summarizing for each functional area. It is important for the university. Typically, the strengths of its activities are the foundation of its competition policy , positioning in the educational market , a strategy and identifying strategic priorities and development goals. Also, look at this problem from the side , the eyes of external experts Commission on Accreditation , creates additional opportunities for the university to use their suggestions and recommendations for improving their performance ;
- Weaknesses of the university , barriers and threats to its development: the detection and diagnosis of weaknesses in the activity and identification of barriers and the development of the university threats ( real and potential) - an important , necessary for the strategic planning process information indicating elements of functional areas and management process needing improvement, on the one hand , and to take proactive measures and decisions on the other.
If self-assessment is carried out in order to improve the high school , in his best interest to materials analysis fully and truthfully reflect the existing and potential problems of its development and the reasons have caused .
In self-assessment as part of the accreditation , when the report is not required by the university system , a detailed analysis and evaluation of the weaknesses of their activity that overloads the report and increases in volume. As in the evaluation of the strengths , the report may be referred to as one of the options in summarizing part of the evaluation by functional areas . Most appropriate , in our view, is a generalized reflection of their report in the description of the university evaluation criteria that facilitates and improves the efficiency of the external audit of the group of experts in developing recommendations to improve the activities of higher education and improve its quality . The experience of passing Pavlodar University specialized international accreditation ( 2005 ) indicates the existence of variance estimation methods and generalized reflection of weaknesses and problems of the university, which is dictated by the specific content of its activities to assess functional areas . However, most university Three approaches were used to interpret them : statistical data , including the dynamics of quantitative indicators that illustrate the actual state of development and negative trends ; Use qualitative characteristics when evaluating activity content evaluation criteria (eg, " ... is not developed / has not received its development ',' low level of development ," " is a sufficient level of development ", " corresponds to the level of development ...", " a high level of development" etc.) ; more detailed , unlike the conventional format , the element-wise description of the actual state of affairs on the evaluation criteria , allowing experts to formulate their own opinion on the quality and extent of the problems.
Self-assessment methodology . Fundamentally important organizational and preparatory phase of self-esteem , largely determines the effectiveness of the procedure , the decision on the methodology of its implementation . University determines what form will be self-esteem, what methods of gathering information and its interpretation will be used . However, international experience suggests the existence of a certain uniformity in the methodology intrahigh systems of self-esteem and self-confidence during the procedure of accreditation.
Common elements of self-assessment methodologies is the principle on which it is based :
- Ask questions - get answers ;
- Involvement in the self-assessment process , through the system of questioning students, alumni , employers, faculty members of the university;
- Interviewing experts external audit contact university audiences - as a method of conformity assessment provided in the report on self-assessment information , as well as engagement of the shape and form of accounting in the process of evaluating the views of all interested in the quality of education of the university officials.
According to this self-assessment methodologies school must ask yourself questions honestly and objectively answer them. During the procedure of accreditation structure and content of these issues in the zones will be determined by the content of self-esteem of the university in this direction. In this regard, it is important that the system parameters and criteria for responsible self- evaluated the internal logic as a factor of the process.
Conceptual vision model self-assessment procedure . Unlike licensing procedures and state certification , based analysis of quantitative indicators , the accreditation process is based on a fundamentally new for Kazakhstan universities methodological approach to the assessment on the basis of the mission , consistency, regularity and efficiency of the university for its implementation and meeting the needs of all stakeholders as educational services of the university officials.
The specificity of this approach defines a vision for the model of self-esteem in terms of assessable key functional areas of the university in their system of causality .
The mission of educational institutions from the perspective of strategic management and strategic planning is paramount, the overarching objective of defining its purpose and development priorities. Mission , in its essence , is the starting point upon which the university management and the fact the end result , which is aimed at achieving the management process. With the mission of the university in the strategic planning related elements of strategic management such as: vision of the university , the positioning of the university in the education market , strategy and strategic objectives and priorities of the university, through which the mission is specified and is transformed into a strategic plan and organizational structure through , with the help of functional ( providing ) plans implemented through the realms of the university ( area estimates).
In assessing the mission , based on the internal logic of the process to ensure its implementation range of issues that the university should ask themselves ( evaluation criteria ) , in our view , is the following:
- Mission control as the goal of education institution must meet
certain general requirements. It should be clear and understandable , realistic , achievable and measurable ;
- Realization of the mission is provided through the mechanism of control , so the organizational structure , management process should be adequate to the content of the mission , have the internal capacity (organizational and resource ) for its effective implementation ;
- The main directions of determining the composition and content of specific actions to implement the mission , are the functional areas of the university, which is implemented through quality management of its operations and which are the subject of self-esteem . This implies consistency and mission of targets in the zones of self-esteem and availability on functional areas of effective formal procedures and mechanisms for achieving this.
These features of the mission determines the context and asked if her self-esteem issues ( and, correspondingly, criteria) , which, in view of the above , are reduced to the proper assessment of the mission and assess the availability of effective mechanisms for its implementation , in general and in areas of self-esteem .
Vision of the university - the image of the university in the future, presented by system characteristics , reflecting the level of development of the university in the context of the components of its mission. Self-evaluation should show the appropriate mission and vision of the university, on the one hand , and efficiency planned and actual actions of the university to enforce them on the other.
Positioning - formation in the social environment and the environment of interested persons in the educational services of the image of the university , which reflects his personality and competitive advantages .
Strategy , strategic goals and priorities - characterize the way , the most important and significant directions and anticipated results for university development and implementation of its mission.
Since the strategy - is the choice of the university one of the possible ways of its development , the self-assessment procedure is to show the adequacy of existing mission strategies , ways of transformation of the mission into strategic goals and priorities , and their strategic position and resource potential of the university. In InEu strategic goals and priorities are formed as benchmarking , which are communicated to departments of the University and are transformed into their strategic goals and objectives .
Strategic Plan - official document specifying the ways to achieve the mission of the university in the context of its strategic priorities and development goals.
In foreign procedures for self-assessment of each of these factors , in view of its importance and relevance in the management of the quality of the university, considered as an independent sphere of evaluation.
Kazakh universities that are in transition to management on the principles of strategic management, these tools are used in the practice of weak. From this perspective , it is impractical to evaluate their own and together with the strategic plan and organizational structure management , to consider them as tools (elements ) of the system of university management .
Given the above , the management of the institution ( management) is one of the key areas of self-esteem of the university.
Principle areas of consolidation assessment objectively dictated by the specific content management systems and universities in Kazakhstan is one of the areas of self- adaptation of western treatments to the conditions of their functioning.
The guide to self-evaluation in the international accreditation PaU field assessment "Management", along with a description of the process of university management and assess its effectiveness , consider such elements of strategic management and factors affecting the content and effectiveness of university management , as the environment of the university , its mission, vision and personality of university strategic goals , the autonomy of the educational institution , institutional ethics and contribution to the development of the university community .
Detection technology of other spheres of self-esteem of the university, in our opinion, based on the account provided in the table following its factors : key activities of the university; context of the implementation of the university ; composition of individuals interested in educational services of the university; resources of the university.

Table 5 - Factors determining the composition of the subjects (diagnosed) areas of self-esteem of high school
The principal activities of the Kazakh universities , members of the rating , licensing procedures and state certification are educational and research activities .
Object and scope of the evaluation of educational activities is the quality of education ( training ) programs (the sphere of self-esteem of high school ) .
Evaluation of educational programs has internal and external focus:
- Internal : compliance mission, strategic objectives and priorities of development of the university ;
- External : meet the needs of the market, which operates the university (regional, national , international dimension ) .
Demands and needs of the market represented by employers - corporate partners of the university. Within the model of quality management of the university, based on the needs in educational services , corporate partners and the quality of university corporate relations are one of the fundamentally important areas of evaluation. The corporate world is the environmental factor influencing the quality of the management of the university as a whole and, consequently , the quality of the content of the university in all its areas of assessment of the internal environment . This feature links the university with the corporate world involves , on the one hand, the selection of corporate bonds in the independent sphere of evaluation, and the other , an assessment of the university in all areas of evaluation of its activities in the light of the effectiveness of corporate communications .
Object and scope of scientific evaluation of the university is the quality of its research work .
Orientation evaluation research university :
- Internal : matching the mission and goals of financial development and the development of the faculty of the university;
- External : matching research purposes external relations of the university in regional, national and international context.
Assessment of the quality of scientific activities of the university is an autonomous sphere with self- rated cross- sectional areas of self-esteem of the university, as a management development faculty and management of financial development . This is explained by internal logical relationship factors : science - faculty and science - financial development institution. In the first case, assesses the effectiveness and efficiency of the organization of research activities of the university as a whole. In the second case, assesses the effectiveness of research activities in terms of human resources development of the university and its relevance to the mission and effectiveness of the organization funded research activities of the university as a condition for the implementation of the mission.
An important activity of higher education institutions of Kazakhstan ( in the light of the state youth policy ) is an educational work and development of the student government . It is regarded as an independent sphere of self-esteem of the university.
Didactic activity of the faculty of the university and its quality as a part of state certification procedures is mandatory component of the assessment . The system causality methodical activity PPP related to two factors : the educational programs of the university ( the quality of their software) and the faculty of the university ( quality development PPP) . Given this methodological activities can be considered both independently and as part of the above-mentioned areas of self-esteem.
Those interested in the quality of education of the university in the table. These are different categories of subjects having a university close bilateral cooperation . Analysis of their composition and role in university management allows you to select the following areas of self-esteem : the faculty , students and alumni.
Faculty is the subject of the quality management system of university activities. His role in the quality management system of the university is twofold: on the one hand , PPP is one of the main factors that determine the quality of educational activities , and on the other , the subject of quality assessment vnutrivuzovskoy educational environment .
In the first case, the faculty serves as one of the key areas of self-assessment of quality of the university, and in the second - as the subject of self-assessment procedure (internal interested in education as a person ) . Different forms of PPP study opinions about the quality of university activities and various aspects of its organization, including a package of social development programs of the university - an important point self-assessment procedure , allowing most fully and objectively analyze and evaluate the activities of the university , plan and manage the process of improving its quality.

Table 6 - Contact audience of high school and their role in controlling the quality of its educational services
Students and various categories of students of high school special education programs , training courses are the main consumers of educational services of the university and , from this point of view, the most interested in the subject of the quality evaluation system of university activities. Involvement of students in the self-assessment procedure of quality educational programs , the educational environment of the university, student life - one of the methods of obtaining information for the self-assessment procedure and the strategic planning process of the university .
On the other hand, students are simultaneously both clients and the staple of the university . As consumers of educational services they perform native quality of these services in the learning process and one of the main factors evaluation result (product) of the university.
The system of self-confidence, along with students , supports the result ( product) of the university education (knowledge, skills, competencies ) performing graduates .
By students as a factor of self-esteem , there is a second aspect of quality. It is associated with the quality of the set, external and internal processes that determine the policies and principles set their connection with the mission and requirements of the program of training (specialties ) .
Foreign experience of the student body self-esteem as a factor of quality points to the widespread use of these systems and to quantitative and qualitative indicators . As part of the quantitative indicators most commonly used statistical data set , the dynamics of the student body brought to the defense of the graduation project , the average score diploma results of passing a comprehensive examination of the state and protection of the graduation project , the dynamics of employment , etc.
