The system of quality indicators characterizes the system goals , processes for monitoring, assessment and management of development of students and their personal growth , the formation of skills and competencies , support in training and employment in accordance with the mission , strategic goals and priorities of the university, the content of training programs , market needs and etc.

Employers are consumers of educational services product - knowledge, skills , skills and competencies of university graduates . Within the labor market , employers are demand for professionals and that aggregate demand , which is aimed at meeting the educational activities of the university , and the degree of satisfaction of employers for graduating students is the main criterion for evaluating the quality of its educational activities. This explains the broad involvement of employers in the process of self-evaluation of universities abroad. As a rule, these are different forms of questioning and interviewing employers , not widely spread in the practice of internal and external evaluation of the quality of educational activities of national universities (except profiles , reviews for graduates ) . The study of supply and demand for educational services - the basis of their quality control . The main mechanism of this process in the practice of quality management of foreign universities is the development of corporate communications with employers. Therefore, the entire complex aspects of the assessment of foreign universities , related employers, such a sphere is considered by his self-esteem, as corporate communications.

MES system in the external relations of domestic institutions of higher education is environmental factor influencing the content of the process of university management : its degree of autonomy , development guidelines and eligibility criteria, and the composition factors ( barriers) that limit the development of the university . From this perspective , the mechanisms of state regulation of higher school self-evaluation system in Kazakhstan universities logically be considered as an element of external ( environmental ) process fluid management of the university (the sphere of self-confidence - control) .

Resources of the university - that create the conditions better functioning of the university, the attainability of its goals and mission. The main resources of the university, subject to self-esteem, are logistical , informational and financial resources. Examines the adequacy of the resources of the mission , goals and objectives of the development of the university. Evaluate the quality of resources in terms of compliance with the objectives of educational programs. Reviewed and evaluated the effectiveness of management processes development and expansion of the resource potential of the university. Every kind of resources the university due to the nature of content and purpose , should be considered as an autonomous sphere of self-esteem.

Financial resources determine the condition of the entire aggregate , the resource potential of the university. Self- orientation of the financial resources of the university - analysis and evaluation of the financial capacity of the university to resource the areas of implementation of the mission and assess the adequacy of financial resources with the strategic objectives and priorities of the development of the university .

Logistical resources provide normal conditions for the functioning of educational, scientific and other activities of the university. Procedures for licensing and state certification of material and technical resources are considered as one of the main factors assessing the quality of higher education activities and evaluated the system of quantitative indicators - the minimum quality standards . Self-assessment material and technical resources of the university includes : an assessment of their compliance with the objectives and content of activities in educational programs ; assess the adequacy of the material and technical base of the university 's strategic objectives of its development ( including functional areas of its activities ); evaluate the effectiveness of existing formalized procedures and mechanisms for the development and improve the quality of the material and technical base and existing achievements in this direction ( progress ) .

Information resources - one of the highest priorities of Higher Education Development of Kazakhstan, including the development of information technology and computerization of universities . The main purpose of self- information resources - analysis and evaluation of their condition, consistency and effectiveness of their development.

Context implementation kinds of university activity characterizes their external focus: regional (or the extent of the country) and international .

Feature regional and international activities of the university as a sphere of self-assessment is that it is in its content is not only a factor of quality, but also the direction , through the prism of an estimated development in all spheres of activity ( self-evaluation ) of the university. The object of self- efficacy is taken in high school forms and mechanisms of the organization of educational and research activities in the region, within the country and abroad and the results that institution in these areas reached . Results evaluated in terms of their internal focus ( ensuring the implementation of the mission , image formation ) and external orientation ( contribution to the development of the regional community , contribution to international operations and the integration of the education system of Kazakhstan into the world educational space).

In the context of the above , the main potential areas of self-esteem of the university in the table.

Parameters and evaluation criteria. The central point of self-assessment procedure is a description of the system parameters and evaluation criteria. Parameter estimation - to self-assessment procedure . Criteria - adopted or university accreditation procedure shape parameter determining compliance self-assessment of its quality standard . Parameters and criteria for self-assessment can be both qualitative and quantitative . Quantitative parameters and criteria should be developed to determine whether the activities of the university basic quality standards established under NSEQA . Quality parameters of the foreign experience of self-confidence , suggest description or characterization of the composition and content of activities , forms, mechanisms, procedures , processes, etc. on various aspects of a factor of self-esteem .

They are formulated in the form of questions that need to be answered or tasks such as: describe , share , comment , show , etc.

Example parameters similar experience passing Pavlodar University ( InEu ) international accreditation : describe the internal process of defining the mission of the university; demonstrate how the mission is transformed into strategic goals ; give evidence of high school orientation to working with corporate clients in every aspect of its mission; list the major steps taken in the past and projected future to improve the consistency between the mission and goals of educational programs; specify major changes in the curriculum for the last 5 years ; show how the objectives of the training programs reflect the focus on developing students' professional competencies ; assess the adequacy of curricula bachelor's and master's degree programs market requirements ; provide evidence of satisfaction with training programs for key stakeholder groups ; show what mechanisms are used to ensure the availability of teachers to students ; illuminate the policies and practices of the university for the development of intercultural skills and language proficiency of students ; analyze the impact of involvement in social activities on the progress of students in training , etc.

These are in the system of internal control and quality assessment system components self- model university activities on the basis of the mission of the educational institution .
